Cooling fans on high

Hey everyone, I'm new to the forum and I have an issue with my 2010 escape. When I first start the vehicle the doling fans don't operate cause the engine is cold. Once the engine gets to operating temp the cooling fans always run on high all the time and don't stop until I turn the key off. If I restart the engine right away the fans come on instantly. Is this normal? Every other vehicle I have owned the fans would turn off for awhile and come on when demanded. What could be the issue? Thanks
