2008 Escape missing one blower speed

I am stumped by this blower issue.  My 2008 Escape had only max speed on the blower.  I replaced the blower resistor behind the glove box.  The blower now runs on all four settings.  The problem is I don't have four speeds, there is (1) low,  then (2) & (3) are the same speed, and then (4) max.  The first resistor was aftermarket Standard Ignition, I noticed that the Motorcraft part asked for a serial number break.  I ordered the Motorcraft repalcement, using the build date, thinking there was a design change.  I still have the same problem, the fan runs on all four switch settings, but I only get three speeds at the fan.  

 

This is an XLT model with old fashion controls, the only thing I can think of doing is replace the blower switch.  Has anyone heard of this before?
