Rear Differential Fluid question

2001 escape xlt . Rear Differential Fluid level question. Dana differential.

I have gotten different answers about the rear differential fluid level. Which is correct ?

I know the supposed amount of fluid required.

My question is: Some say fluid level should be AT  the lower plug, Some say it should be 1/2 to 3/4 inches Below the lower plug.

Which is Correct ?
