Ignition key removal

2001 ford escape ignition key will not turn completely to the lock position allowing the key to come out. I believe it is electrical because when I remove a fuse that says Key Interlock Solenoid ( fuse #11 )the key will come out, this can also be done by disconnecting the positive battery cable. can not find any info on this solenoid. Any ideas anyone

The symptoms of Ford ignition lock problems include a stuck lock that won’t move or turning the key and nothing happens. This can cause drivers to go on a wild goose chase.

Sometimes car owners and do-it-yourself mechanics start with replacing the car battery, starter and alternator for the wrong reasons. The cars I worked on had issues with the plastic linkage that connects the ignition key to the ignition switch on the other side of the column.

Have this problem in an 02 Focus. It appears to be happening on the shifter side of the interlock, as often shaking the shifter a few times will get it to let go. 

Planning to pull the whole shifter out when I get around to doing other major work on the car,  (needs a new head after launching the #2 plug enough times there are no threads left, though it's gone a few thousand miles with JB Weld holding the plug in, I know that can't last forever and the next failure might not be so easy to fix) so I'll follow up if I can figure out what exactly is sticking.
